Telegram founder and CEO Pavel Drov has made his first public comments since being released on bail from prison in Paris.

He thanked all those who were with him and supported him and showed their love.

He stated that he was interviewed by the police 4 times when he arrived in Paris last month.

He pointed out that since the French authorities had not received any replies from Telegram at this time, he had been told that Durov would be personally responsible for the illegal use of Telegram by other people.

He explained that this was surprising for several reasons.

  • Telegram has an official representative in the EU who receives and answers EU questions.
    It also has an official email.
  • French authorities had several ways to contact Durov to ask for help.
    As a French citizen, he was also a frequent visitor to the French Consulate in Dubai.
    Not long ago, he personally helped them create a hotline with Telegram to eliminate the threat of terrorism in France.
  • If a country is not happy with the Internet service, it is to initiate legal action against the service itself.
    It is not the right approach to bring in a law that pre-dates the smartphone and hold corporate executives responsible for crimes committed by third parties on the app.
    Building technology is a difficult thing in itself.
    No innovator will innovate if he knows that he will be held personally responsible for the misuse of others.

Striking the right balance between privacy and security isn’t easy, Durov said.

He pointed out that sometimes Telegram will leave the country when there is no consensus with the country’s regulators on the issue of maintaining this balance.
He stated that he had done this many times.

For example: Telegram is blocked in Russia because it says it won’t provide Telegram because Russia asked for “encryption keys” for spying.
Durov stated that since Misra does not work for money, he is always ready to leave a market that does not comply with Telegram’s principle.

Durov pointed out that all this does not mean that Telegram is perfect.

He said, “Government bodies/officials are confused about where to send their requests. We need to fix this.”

But in some media, Telegram is presented as a breeding ground for disobedience, which is completely false, he said.

“Every day we remove millions of harmful posts and channels,” said Durov, adding that we also send out daily transparency reports.

We also have hotlines with non-governmental organizations (NGOs) to handle urgent moderation requests quickly, he added.

“However, we hear voices saying that this is not enough,” Durov said.

He pointed out that this process has started internally and informed that more details about the next situation will be announced soon.

Durov said he hopes last month’s incident will make Telegram and the social networking industry as a whole safer and stronger.
